Overview:
Bases Loaded Dynasty is a 16-30 (TBD) team league scored on ESPN, using a H2H Multiple Win system. The categories for scoring are: Runs, Home Runs, RBI's, Stolen Bases, AVG, OBP, SLUG%. For pitching they are: Wins, K/9, Saves, Holds, ERA, WHIP, QS. The league will use a 30 man roster, with 3 DL spots, along with 30 minor league spots.You may go over the allotted minor league slots, but will have to pay .5M for each over 30. AMENDED: You may go over the allotted minor league slots, but will have to pay .2M for each over 30. Real contracts with the proper arbitration system will be used. You can choose to take on the new contract of any player on your team if they are given an extension.
Activity Expectation:
I have had too many leagues fail because of my own failure to get and keep active owners. It is my own fault. In this league I will have a no nonsense policy towards inactivity. Every owner is expected to check the forum at least once a day, unless there is a reason such as being out of town. I understand that life is unexpected, and there will be days where owners, myself included, will not be able to be online. That is fine, as long as it is not a recurring habit. If you are going to be gone for a extended/noticeable period of time, please post in the Out of Town section so you aren't kicked. If you would like to be a part of the league, but don't have as much time, consider being a Co-GM with someone who is on more often. Also, you need to either respond to PM's quickly, or preferably be easily accessible through Chatango. Owners need to vote on activity checks which will be posted weekly in the Activity Check section. Any owner who does not vote will be in danger of being kicked. Any owner who is recurrently inactive, and doesn't respond to PM's or pchats will be kicked. Prior to joining the league, owners need to read the rules and fill out the application. After joining the league need to continue to read amendments to the rules and press releases from the commissioner. All GM's contact information can be found under the GM Directory. Transaction Processes:
Contracts in General: If any player above 50 IP/130 AB has a real contract that contract will be used. All prospects will be free until they surpass the 130 AB/50 IP threshold. Then they will be given a 500K rate until they reach arbitration. Expectations for when players will reach arbitration can be found on baseballreference.com. When a player reaches arbitration he will have a salary raise which is explained in the arbitration section below. If any player signs a contract extension in real life, you are given the option to accept or reject it for your team. Examples: Ryan Braun has a set contract in real life. His contract in the league would be: 13:$8.5M, 14:$10M, 15:$12M, 16:$19M, 17:$19M, 18:$19M, 19:$18M, 20:$16M, 21:$15M mutual option ($4M buyout)
Adam Jones had a one year left on his deal in 2012 for 6.5M. However he accepted an extension in May. You would get the option to accept or reject his contract.
Jason Kipnis had no set contract as a MLB player this year, that means he would be following our prospect system until he reaches arbitration.
Dylan Bundy has a set contract, but is below IP/AB limits, so he will follow our prospect system. If he signs an extension once he surpasses the limits you can accept that.
Manny Machado had no set contract when he was a prospect, so he would follow the prospect system.

Drafts: To start the league, we will have 2 drafts. A MLB and MiLB draft. The orders of the draft will be determined by a preliminary draft. A random order of the 16 owners will be determined, and then each owner, in order will choose what pick they want. If you have MLB pick 1, you will have MiLB pick 16 and etc. Once that draft is complete, the MLB and MiLB draft will begin. The clock will run from Noon ET to Midnight ET, and you get 12 hours to pick. The clock will not run from Midnight until Noon, and therefore will not count against your 12 hours. However, you may pick during these hours, and the next persons clock will begin at Noon. If you do not pick in your allotted time, you will be skipped and may pick when you get back on. If you are skipped continuously, you will be kicked. To be eligible for the MiLB draft the player must have less than 130 AB or 50 IP. An invalid pick will result in a skip. Every year there will be an Amateur Draft with order determined off the reverse of the previous years standings. There will be 7 Rounds. Players selected in the real MLB Amateur Draft will be eligible for this draft. It is subject to the same rules listed above in regard to draft clock.
Free Agency: After the initial draft, any player not owned will be a free agent. You can offer these players contracts from 1-7 years. You may offer prospects contracts with just a monetary value, and they will be payed that until they reach arbitration. Do not place a bid if you do not have room on your roster for the player. You may not backload or front load contracts. Every year must not be more than 3M off then any other year offered. For example: 2013: $1M 2014: $5M would be invalid. 2013: $2M 2014: $3M 2015: $4M would be valid.
Releases: You may cut any player from your roster at any time. For any player cut, you must pay half of their salary for the rest of their contract spread out over the next 2 years, unless the player is on a one year deal, then you would just pay the fee that year. If the player is cut by the All-Star Break, you will be charged a penalty on his full salary in 2012. After the All Star Break it would be 1/2 of his salary for the current year. For example, you cut Player A in April, and he is owed 6M in the current year. You would pay half of that salary. If you were to cut the same Player A in August, you would pay half of half his contract, making it a 1.5M penalty. Say you cut Player B in April, and he is owned 11M in 2013, 12M in 2014, and 13M in 2015. The total left on the contract is 36M, making it a 18M dollar penalty spread out over the current and next year (9M a year). If you cut the same player in September, you would only be penalized for 5.5 of his 2013 contract, and 12M in '14, and 13 in '15. Making the total 30.5 and you would pay 15.25 the current year and the next. If the player is in pre-arb or arb, then you are allowed to non-tender them, meaning they are removed from your team. I realize this is complicated and if you have any questions feel free to ask.
Call Ups/Send Downs: This is rather simple, you post here whenever you call someone up or send them down. Any player over 130 AB/50 IP that is not called up will start receiving salary of the .5M base Pre Arbitration rate regardless of whether he is called up.You cannot send down any player with more than 130 AB/50 IP. AMENDED: You can send down any player with more than 130 AB/50 IP.
Trading: Players, Picks, and Money may be traded. Regarding players, it is pretty simple, you can trade any player who you own. In trading picks (amateur draft), you can trade the current years picks and next years. Often, you wouldn't be sure exactly where the pick would be in its respective round. In trading money, you can trade as much money as you want as long as you stay under the salary cap. The salary must be applied to a player or players on the other team. Trades will be posted and agreed to on pro boards in the trading section, and then the league will review them. The review process is by majority vote. Every owner is required to vote on the trades, and once a trade gets to 5 approves it is approved. If it receives 5 veto's the trade will be vetoed. Once a trade is approved you may offer and accept on ESPN. Any trade accepted on ESPN before it is approved will be cancelled until it is approved or vetoed. A veto should be based off the following: Does the trade hurt the league by being too unfair. Unfair trades happen all the time. That doesn't mean they all hurt the league.
Extension & Arbitration: This is the most complicated part of the league. Extensions are the simple part.If any player over minor league limits signs a new contract, you can choose at the end of the season to accept the following years of the contract. You cannot change the players contract during the year. At the end of the year you can accept or reject the following years of the new contract. AMENDED: You will have the option to accept a players contract extension at anytime before the end of this leagues World Series. Arbitration is a part of the prospect system along with players without contracts. If a player does not sign a contract by the time arbitration hits him, you must follow the salary raises below. Examples of players who hit arbitration are Sergio Romo. When someone hits arbitration, MLB teams will often avoid arbitration by giving them a one year deal. If this happens the players new salary will be that amount. If a player does go into arbitration, you will use his decided value once the arbitration hearing is over. This way, besides prospects, we will always be using real MLB values. If you have any questions PM me as I know this is confusing. Additionally, at the end every year all teams will be required to post a thread showing salary changes, whether they be thru arbitration, a deal to avoid arbitration, or an extension signed. This will keep every contract correct. If an owner does not do this they will be kicked.
Maintaining a Proboards Roster:
Every owner must maintain an accurate roster on proboards and have the correct corresponding players on ESPN. Rosters must include: MLB Players with contract values, prospects with correct values, correct draft picks listed, and a correct total roster salary including any salary obligations. If this is not done, the owner will be kicked. I will keep official rosters which must match up with your rosters.
